It could turn out merely that the loli has something else of deep importance to her in mind, like the leather jacket equipped Mikoto – and as result, she rarely reacts to anything else.
With all that in mind, one shouldn’t forget that there remains a mystery in how she’s a part of Homra to begin with – and that may intertwine with other matters as well. Despite her size or level of cuteness, the gothic lolita is looking to have a role certainly more significant than expendable “side-character” status.
