Blue itself is a color of relaxation - and when seen in a tone so gentle here, alongside other variants, it's just as you've said. Quite calming and euphoric almost.

Personally I'm quite a bit fond of the use of blue in this splendid work.

Certainly to gaze into an adorable imouto's azure pools is a wonder in and of itself, yet there is certainly a dazzle to be found in the manner in which she embraces her scantily clad form against a cute sea critter - dolphin, I believe? - emanates a certain serenity... as if trying to bestow upon the viewer the calming sensation one feels when looking upon the boundless ocean.

Indeed, this is definitely not a simple work. Most art, particularly when speaking of those anime related, have extensive technique expended into them to achieve the end-result - it's an intense mental struggle for an artist to determine what way to go about an artwork initially, and then what can they do of the many open possibilities. It's tough thinking one could have done something different which may or may not have been more effective.

In the case of this art piece specifically, it has a such a fantastic composition. Her attire is complex as a visual element, the pillows have nice varying patterns, her skin is shaded and toned for a sense of flesh and not merely a flat shape - and one of the more impressive features, her hair has been given a spectacular gradient of value which transitions amongst white and soft greys. Truly beautiful.
